need quik help

hey guys, just need a quik fix.
i installed css on comp at dads today and on dd2 my sky is flickering between black and normal causing big fps drops.
the only change i have made to cs is the cevo fps config.
whats the go, please help

delete fps config and get a new one ?

You can't control the weather. Just delete cevo cfg and use an alternative.

changed from cevo to caseys config, made sure the is r_3dsky 0
still got the problem. i think its hl2.exe, anyone know what i can do from here?

just to explain properly what happens is, the sky is glitchy and the texture chages from normal sky to black and sometimes laggs picture.
