A login system to what? Is it a website? Local database? Text file? Ive done this **** in VB.net and MYSQL and its not really easy. Assuming its an application with database, your best bet it to go to a library and borrow a vb.net book and a mysql book. Everything you need in the book without the google searching.

There are also frameworks that will lay the foundations for you.....
e.g. restful_authentication in Ruby on Rails
